Boise’s Pre-Approved ADU Plans

As housing conversations continue to evolve across the country, Boise has introduced a measured initiative that attempts to offer a practical solution: a collection of free, pre-approved Accessory Dwelling Unit (ADU) plans designed to simplify and encourage small-scale residential development.

While ADUs themselves are not new, the city’s approach (removing design costs as well as much of the permitting uncertainty) marks a meaningful shift in how municipalities are attempting to address housing supply.

Boise’s program offers a series of architect-designed ADU plans, ranging from studios to two-bedroom layouts, all reviewed and approved in advance. By doing so, the city has effectively streamlined what has traditionally been one of the more complex aspects of adding a secondary dwelling.

For homeowners, this reduces upfront expense and time spent with red tape. For the city, it creates a more predictable and cohesive framework for incremental growth. 

What is unique and compelling about this initiative is its focus on infill rather than expansion. Instead of pushing development outward, Boise is encouraging additional housing within existing neighborhoods; this approach allows for gradual density growth while maintaining the character of established areas. The plans were designed with local context in mind, attempting a balance between function and compatibility.

 

A Broader Housing Conversation

Increasingly, ADUs have been viewed as a flexible housing solution, capable of accommodating extended family, creating rental opportunities, or making more efficient use of existing properties.

Boise’s decision to formalize and standardize the process signals a recognition that smaller, incremental additions can play a role in addressing larger supply challenges. As with any policy initiative, the long-term impact will depend on adoption.

The removal of design and permitting barriers is significant, though construction costs and site constraints will continue to influence feasibility. It will be worth watching how widely these plans are utilized, and how they shape both neighborhood dynamics and overall housing availability over time.
